United Press Association.—By Electric Telegraph. —Copyright. Received Sunday, 9.50 p.m. NEW YORK, Aug. 9. The U.S. Secretary for War, Mr. Hurley, sailed for tho Philippines on Saturday as official inquirer on behalf of President Hoover into tho question of Philippine independence.
