Soviet's Sea Trade

NEW SHIPBUILDING INTEREST LONDON, April 24. In order to cope with the extensive export plans arranged for its merchant fleet, the Soviet has decided on a new shipbuilding programme, says the Riga correspondent of the Times. Shipping centres will be established in the Pacific, Baltic, Black, Azov, Caspian and Arctic seas, and 44 ocean-go-ing ships, aggregating 175,000 tons, will be built, as well as many smaller craft. All ex-officers and ex-sailors must be collected from agricultural and other positions and compelled to join the merchant fleet. A new rule orders that whenever ships are idle for a long time officers and crews shall be detailed to ■work elsewhere, thus being employed all the year.
