Despite his previous prediction of a surplus, President Hoover; stated that on the basis of the Budget proposals and appropriations already passed, the Treasury faces a deficit of 20,000,000 to 30,000,000 dollars for the fiscal year, 1930-1931. He asserted pending measures would add another 30,000,000. These required most rigid economy. President Hoover has not mentioned the measures about which he expressed “real alarm” and attempts by Senator Borah to discover in the Senate the explanation met with failure.
