Graham, an answering a question, said he woud consider any practicable proposals to make impossible the fraudulent duplication of share issues. It was already punishable with penal ■ervitude under the Forgery Act. Mr. T. Shaw, in-answer to a question, ddubted the desirability of illegalisirig the sale of the Victoria Cross. The Army Act forbade the sale of decorations or medals to unauthorised persons but this .did not "prevent, bona fide : sales to collectors and similar pur- . chasers. ' - . Mr. E. Thurtle: “Is hot a man who « earns a decoration entitled to do what he likes with it ? ” The;Minister did not reply.

The House passed through all stages x Bill of Indemnity made necessary through tho appointment of seven instead instead of six members of the House of Commons as under-secretaries.

Miss Margaret Bondfield said the committee dealing with the Unemployed Insurance Bill regretted it could not accept, the. amendment to pay the wives of the unemployed ten shillings, instead; of nine shillings a Week. It would Cost £825,000. N ' Mr. J. Wheatley said he believed Mis* Bondfield was personally opposed to the amendment. He ; would regret the day that women entered public life.

Miss Bondfield moved the closure, which was carried by 293 votes to 168, an amendment being defeated by 229 to 28, Mr. Baldwin with 50 Conservatives and 20 Liberals did not vote. Miss Jennie Lee moved to .increase the allowance to the children'of unemployed from two shillings to five shillings, which would cost £4,500,000 and effect 600,000 children. This was defeated by 210 to 37, many Liberals and conservatives and 'dozens of Labour members abstaining from going to division.
