Moscow newspapers, in commenting on tho King’s Speech, arc unanimous that the Soviet will not agree to any preliminary negotiations to determine Anglo-Soviet diplomatic relations. Isvestia recalls that immediate and unconditional resumption was a plank of the Labour Party’s election platform and decluros that the Soviet, rather than Great Britain, should advance conditions and demand guarantees.

On being questioned in the House oi Commons to-day regarding the resump tion of diplomatic relations with Russia, Mr. A. Henderson, Foreign Secretary, stated that ho could say no more at present than that tho Government was in communication with the Dominion Governments in the subject, but he hoped to be able to inalco a statement at an early date. The undertaking had been given at tho Imperial Conference that the British Government would not resumo negotiations or normal relations with Russia without acquainting the Dominions. Mr. Henderson added: “That is what wo have done up until now. We shall not depart from that undertaking." In answering a further question on the subject, Mr. Henderson said that no suggestion had yet been made to ito Dominion Governments as to tho Conditions on which diplomatic relations with the Soviot. Government should be resumed, nor had the subject been discussed with representatives of the American Government.
