ROOT CAUSES OF UNEMPLOYMENT
NEED FOR FULLEST INQUIRY, Per Press Association. WELLINGTON, March 5. Reference to the unemployment problem was made by Mr W. H. Bott, of Wanganui, president of the New Zealand Federation of Master Painters, Decorators, and Signwriters at the opening of the annual conference at Wellington to-day. He could not pretend to know sufficient about the subject to propound a cure, he said, but of one thing he was convinced: it was not a matter for political action without first haring the fullest inquiry made by a suitablo commission. He hoped that the committee set up last year as the result of the National Industrial conference would be given every possible facility to oomplete its work. Largo loans for public works or even land settlement on a large scale conld only be palliatives. They were not a cure; they could not in themselves overcome the consequences of the seasonal demand for extra labour which must always exist in a primary producing country.
