Tho government’s decision not to submit the trade treaty with Germany to the Senato has aroused urbanities throughout the country. A mass meeting at Durban presided over by the Mayor, cabled tin legal authority, Lord Danes Ford, for an opinion. The Capo Times Te/e.rs to a grave constitutional crisis. Tho Government claims it is invested with the authority, of the King to conclude treaties, but it admits the Customs agreement must bo approved by both houses. General Smuts is expected on Monday to move the adjournment to call attention to the matter and to point out to the Governor-General, in his opening speech that the treaty would be submitted to Parliament.
