Tho Government claims it is invested with the authority, of the King to conclude treaties, but it admits the Customs agreement must bo approved by both houses. General Smuts is expected on Monday to move the adjournment to call attention to the matter and to point out to the Governor-General, in his opening speech that the treaty would be submitted to Parliament.
