MONEY TRANSFERS OF REPARATIONS

Thero is reason to believe the experts have reached a compromise on the delicate question of the transfer clause of the Dawes Plan, which Germany desires to have abolished. A special transfer committee at present decides how much of Germany’s payments in marks can be sent abroad without prejudice to Germany’s financial and fiscal situation.
The compromise proposes that part only of the total annuity should be subject to transfer clause, which shall be applied thereto only in tho event of a request from Germany, who must satisfy the transfer committee she is unable temporarily to make the required payments in marks or foreign currency. The remaining portion of tho annuity, being exempt from the restrictions of the transfer clause, may thus bo employed _in order to guarantee bonds, which will eventually be sol'd on the world’s lWirkcts.
