Tho bungling way the British and Dominions governments have handled Ernpiro settlement is mainly answerable for this unhappy impression. W’hat Britain is offering tho Dominions is much more valuable than exports of machinery, goods or gold. ‘‘ln, offering the same stock that built up the United states to Canada, Australia and New Zealand, wo are offering the most precious gift in our power. ’ ’
