A Cleaveland, (Ohio) message states that Mr. Charles Lloyd, of Adelaide, Australia, told the annual convention of American Road-builders ’ association that Australia, though without the prohibition statute, had avoided the drunken driver problem by making the penalties so strict that motorists feared to incur them.
