ARGENTINA NOT A PARTY. ♦ United Service. Received Monday, 1.0 a.m. WASHINGTON, Jan. 5. Multilateral treaties of arbitration and conciliation, negotiated by the pan-American conference, were signed to-day by delegates of 20 American republics. Argentina did not participate in the conference.
