TRIBAL DISTURBANCES. THE AFGHAN REFORMS. United Press Association—By Electric Telegraph—Copyright. DELHI, Nov. 19. Reports from the North-West Frontier confirm tho nows of serious tribal disturbances on tfxe Dakka-Jalalabad road, resulting in the suspension of traffic between India and Kabul. The Mohmand, Khugirani, and Shinwari tribes are involved in the fighting. Probably Arghan troops will be called on to restore order. A Ghilzai tribe caravan has been attacked, but the assailants were driven off. King Amanullah’s reform programme is generally popular, but is not welcomed by a few clans, and may have caused troubo. The news from Waziristan shows that a section of the Mai; suds dislocated traffic on tho Razmak road and kidnapped two British subjects. Air Force operations have been taken against the tribesmen.
