ARMED FOES RING RUSSIA ROUND

The “Daily Mail’s” Vienna correspondent says that the entire Press gives prominence to Bucharest and Moscow messages concerning an alleged Kumah-ian-Polish war alliance against Soviet Russia, including the formation of joint armies under French command. Tho “Neue Freie Press” Moscow correspondent declares that an agreement between Poland, Rumania, and Prance provides for French naval cooperation in the Black Sea. He asserts that the French generals, Lerond and Morin, have already been designated to form a plan of campaign. It is stated that Hungary and Bulgaria would assist in forming a ring round the Soviet.
