Harriot had smoothed ovet the differences over the Budget and had departed from Angers for Parii with his friends, the committee (it is understood at the behest of M. Calllaux, who is, presiding over the Congress) commenced to re-draft the party manifesto. The committee, which consists entirely of M. Poincare's enemies, immediately introduced a clause tantamount to a summons to Socialist anf Radical Ministers to leave the Government. There appears every likelihaad of the clause being voted in the ab sence of M. Herriot. In this evenh M.M. Herriot, Carraut and- Quenillc will have no course but to resign an&’ the Poincare Ministry will be broken, CABINET TOO WEAK TO HANDLE REFORMS Received Tuesday, 8.45 p.m. LONDON, Nov. 6. The “Times” Paris correspondent states that M. Poincare has again escaped a Cabinet crisis between the Radicals and Socialists. Congress, owing to the wisdom of the Moderates amending a suggestion to prevent its four representatives in the Cabinet from participating in a policy it disapproves. Nevertheless, the mere introduction of the debate has been a disturbing influence, although, the immediate danger is past. M. Poincare, it is expected, will be able to deal with further attempts t« disturb the harmony of Cabinet and the Budget’s equilibrium. The Bourse opened nervously. Business 1 men, however, do not feel the financial reforms, have yet reached th« stage where irresponsible experiments by the Government can be indulged in with impunity, while the reparations and other problems are so complicated that it is almost impossible they could be taken up by a new Cabinet.
