The city and suburbs were drenched by torrential downpours all day, transforming the streets into rushing streams. A cold southerly lashed the rain squalls which in tho early afternoon made foot passage in the streets almost impossible. ' The Iwind at one time was cyclonic in character, with a force sufficient to overturn a motor-car. Over two inches of rain fell from nine in the morning to two an tho afternoon. Snow has fallen in many parts of the highlands. Flood warnings have been issued for tho north, coast districts. '
