In the matter of “The Local Bodies’ Loans Act, 1926,” and “The Municipal Corporations Act, 1920,” and its Amendments, and all other Acts and Powers (if any) enabling tho Council in that behalf. rpHE Palmerston North Borough Council hereby gives public notice that such Council proposes to raise a Special' Loan of Eleven Thousand Pounds (£11,000) at a rate of interest not exceeding live and one-half per centum per annum for the purpose of enabling the said Council to erect and construct upon Section Six Hundred and Seventy One a Building to be used as a Library and to include therein Shops and Offices. AND for the purpose of providing for the re-payment of the said Special Loan, and for the payment of interest and other charges on or in connection with the Special Loan and a Sinking Fund of three per centum per annum, to appropriate and pledge as security a special rate of one-tenth of a penny in tho pound sterling on the rateable value of all rateable property in the Borough of Palmerston North, comprising the whole of the Borough, on the basis of the unimproved value, such rate to be an annually recurring rate during the currency of such Special Loan, and to be made and levied by resolution of the said Council, to be passed after the said Special Loan has been agreed to by the Ratepayers. The whole of the Special Loan is to be repaid at tho expiration of twenty years from tho date of raising same.
