Mr. Edward Hurley, war-time chairman of th e United States Shipping Board, submitted to the Board a comprehensive programme for tho reorganisation and building up of tho American merchant marine. He deprecates the subsidy idea and prefers to have Congress create a revolving fund of 500,000,000 to loan for shipbuilding at low interest rates, making it possible for American shipbuilders to compete with foreign builders. , H e advocates railways entering the shipping business, particularly those lines which are being merged into n large systtem. H e points out that great savings would ensue from this reorganisation.
