In spite of the apparent xneagreness of tho Agenda it js believed that Sli Austen Chamberlain will attend the March meeting of the League Council at Geneva, Sir Austen Chamberlain, says the diplomatic correspondent of the “Dalis Telegraph,” has laid down a firm rult that the Foreign Secretary should represent his country in order to lend authority and rapidity to its decisions, a special delegate being handicapped by tho necessity of constantly seeking instructions.-
