For the payment of interest on which sum at 0 'per cent per annum and the repayment of principal at 2 per cent per annum, the Pohangina County Council proposes to make a special rate of one sixty-second of a penny in the pound sterling on the capital rateable value of all the rateable property in the Apiti-Kimbolton Main Highway Deviation Rating District, such rate to be an annually recurring rate until the loan is fully paid off. The cost of raising the loan and interest and sinking fund for the first, year are to be paid our of the loan.
