The House of Commons, by IS4 votes to 132. rejected the second reading of Labourite Lee-Hmith’s Prevention of Unemployment Bill, after a debate interesting as revealing labourites’ remedy for the trouble. The Bill proposed an annual grant to be made to a National Employment Board consisting of the principal spending Ministers, empowered in times of depression to anticipate ordinary expenditure; also to prepare national and colonial development schemes, but to withhold operations during prosperity and build up a cash
