Some of the mystery In connection with the Government’s sudden de~ cislon to permit countess Cathcart to enter the United States has been cleared away, but no official information aided in the 'clarification. It came, rather, through observation of. a series of developments that revealed an intention to open the way for proceedings to enable the Government to extricate Itself, more or less gracefully, from a situation too embarrassing to bo longer endured. Now proceedings, It is predicted, will eventuate at another hearing before the Board of Enquiry, which will exonerate her, and be followed by posible unrestricted admittance into the country. NOT SPEEDING PARTING GUEST. NEW YORIC Feb. 23. The Countess Cathcart's sudden admission to the United States for ten days is believed to indicate that she will be able to remain as long as she likes. The habeas corpus proceedings fixed for Tuesday were postponed for a week. Her friends believe she will be granted a rehearing; and that the exclusion order will be rescinded. It is stated Countess Cathcart has signed contracts with Earl Carroll for the production of her play “Ashes,” with herself as leading lady, at a salary estimated at three thousand dollars weekly. Five hundred dollars is mentioned as the advance royalty.
