In the Commons, Commander Locker-Lampson said he believed the postponement of the preliminary disarmament conference was due to a wish that Germany should participate in the conference as a member of the League and the hope, by a short delay, that present obstacles to the participation of Russia would be removed. It Is understood Germany wants a German appointed aa assistant secre-tary-general of the League of Nations in which connection Count Brockdorff has been mentioned. The principal German delegates to the League will be Dr. Strcscmann and Count Bernstorff.
