OPENING OF PARLIAMENT.

TO-MORROW’S CEREMONY. FORECAST OF LEGISLATION. [Special to "Times."] WELLINGTON, Last Night. With the customary pomp Parliament will open on Thursday afternoon and the chief item in the day's programme will be the speech of the GovernorGeneral, which will be expected to give some idea of the intentions of the Government as to legislation. It Is obvious, of course, that the speech will contain references to Mr. Massey. It Is gathered here that the legislation in course of preparation includes an Abltration Amendment, a Land Laws Consolidation Bill and Advances to settlers.
