BILLS KILLED IN THE CRUSH. SOME DISTINGUISHED VICTIMS. WASHINGTON, April 8. Congress ended its six months’ session automatically at 7 o’clock tonight. Senators and representatives fought a last desperate battle to relieve the farmers. Many measures, including the Bill authorising the construction of new cruisers and the modernising of battleships, the Deficiency Appropriation Bill, which included provision to begin the operation of the Soldiers’ Bonus Law, and for other purposes, failed in the final crush of legislation. A special resolution was pass vl ia the last live minutes by the House of Representatives to make the bonus appropriation available, but it was lost in the Senate. Republican leaders declared that only a special session of Congress could provide funds for the initial cost of the bonus. Tilings Done. Legislation approved by President Coolidge at the wind-up of Congress includes the Foster Bill, creating a commission to select a site for a national penal institution for women. Tliis is the first of its kind ever authorised by Congress. The appointment of a Senate Committee to sit during the election campaign and investigate the expenditures of candidates for Presidency and Vlce-Presid-oncy by Congress and Federal offices was authorised by the Senate. The Postal Salaries Increases Bill was vetoed by President Coolidge, with the declaration that “Government extravagance must stop.” The Bill made no provision for raising the necessary sixty-eight million dollars from uqstal revenue.
