Cable Association.] (Received, Thursday, 7 p.m.) LONDON, Oct. 17. Mr Massey has arranged with the Overseas Settlement- Committee to extend .migration plans. He has author, ised the acceptance as farm labourers of men with little or no experience, provided the migration officials are satisfied that such men are capable physically for farm work. A limited number of this class will be sen_ on each ship, but will not receive the same wages as experienced men. Mr Massey'has also authorised the acceptance, without nomination, of boys of the public school class of about 20 years. These will accompany each shipment, arrangements being made to accommodate these on experimental farms, pending other suitable positions. Also girls whose only experience in domestic training has been that of private homes, as well as those trained in orphanages and similar institutions, will be accepted without nomination.

The advisory committee's report on the Government's immigration scheme shows the total estimated cos. to bo £19,645,000, of which approximately £13,465,000 will be eventually refunded, and the balance utilised for necessary public works.
