ELECTION OF LEGISLATURE. STRICT ENFORCEMENT OF “ DRY ” PROVISIONS. (From our Parliamentary Reporter.) WELLINGTON, Last Night. A Bill to amend the law of Samoa was read a first time in t'he Legislative Council this afternoon. Its principal provision is that the Governor-General, by Order-in-Coun-cil, may make regulations for the number and mode of election of Legislative’Councillors for Samoa, decide the qualifications of electors and the tenure of office. The official members of the Council may be Increased from four to sir: nominated members and may be appointed for not more than five years.® The Administrator is authorised tp appoint such number of Samoans as he thinks fty to be members of the Fono of Faipules. This body may make recommendations to the Council. Drastic increase in penalties for importing or manufacturing liquor are provided.
