IvRASSIN TAKES THE HELM. [By Electric Cable —Copyright]. [Aust. and N.Z. Cable Association,] (Received Monday, 9.40 p.m.) LONDON*. July 8. The " Daily Express " Moscow correspondent reports that M. Krassin is head of a new combined Foreign and Internal Trade Department. Its first aim is to place Russian grain in foreign markets, and the Soviet is establishing a new State bank, dealing exclusively with foreign trade.
