Cable Association.] (Received Sunday, 7 p.m. HARBIN (Manchuria) 4 April 27 Vladivostock advices state that the American Consul there is leaving on May 1, and is advising all Americana to do likewise. The Chita Consul is p,lso leaving. It is understood the Soviet demanded that Washington should rermest Moscow to extend official recognition to American officials. Mr 'Hughes is replying by ordering their I withdrawal.
