The attempt to promote extensive emigration of Russian refugees to the Dominions, which Mr. Sheldon defeated, was unexpectedly followed by a similar attempt on behalf of Italians at the finance committee, when amounts aggregating £300,000 annually, were under consideration for the use of the International Labour Bureau. Mr. Thomas, the director, disclosed the existence of an emigration section, whereupon representative of the Italian Government appealed for co-operation in emigrating and settling Italians overseas. Sir Joseph Cook entered a protest, and speaking guardedly, with due respect to Italian susceptibilities, pointed out that while Australia had vast areas unsettled, only a small percentage was available for immediate settlement. More British immigrants were available than Australia was able to absorb for some years, and ho counselled non-interference on the part of the League. Mr. Thomas explained that the emigration section proposed to co-operate only.
