Sir Charles Lucas lectured at the Colonial Institute on the balance of power., within the Empire. He propounded the theory that the creation of self-governing dominions re-dress-ed the balance by distributing power throughout the Empire. Sir Charles Lucas was of opinion that if Ireland immediately, and India ultimately, became dominions, they would further advantageously rqdress the balance within the Empire. Sir James Allen (New Zealand), who presided, said Ireland was a difficult and delicate question, which he was not prepared to deal with. Regarding the Dominions, the war had unduly quickened developments for which the Empire was unprepared and they were now suffering a reaction. He urged that we should go slowly, but surely.
