QUESTION OF DEBTS. [By Electric Cable—Copyright.] [Aust. and N.Z. Cable Association.] PARIS, November 16. The persisteiit refusal of France to have dealings with the Soviets Is shown in a Note the Foreign Minister has addressed to the British Embassy. The Note considers relations with the Soviets to be useless and dangerous, and points out that the Soviets’ promise to recognise debts excludes war debts, and also compensation to foreign nationals dispossessed of their goods.
