Jiji Shimpo reports that a dispatch states that Russian Bolsheviks attempted to assassinate General Tachibana while he was en route to Vladivostock to succeed General Oi as commander of Japanese troops in Eastern Siberia. The dispatch adds that the action of Japan in reinforcing the garrisons in the interior of Siberian maritime provinces has created the impression among the Russians that the Japanese plan an offensive there.
