His mission is secret, but it is rumoured in military circles that the evacuation of Baghdad has been ordered by February. It is also stated that the military view is that order must be restored before any great departure in policy is undertaken, as it, is now recognised that the administration is not appreciated, owing to the fact that the country is too primitive for advanced government.
