DEPRIVATION OF CIVIL RIGHTS. (Per Press Association.) WELLINGTON, Last Night. Cabinet agreed to-day to an extension of the right to financial assistance to soldiers who had left the Dominion before the scheme was in operation and who, being unaware of the scheme’s existence, wore unable to take advantage of it. Cabinet has agreed to the publication of the list of defaulters. Sir James Allen states that it is possible that some of the names of men respecting whom favourable recommendations had been received, may not bo included the list. Every person whoso name is on the list will have the right to appeal to a stipendiary magistrate. As one of the punishments imposed by the State upon defaulters is the deprivation of civil rights for ten years, if the list is published before April 30th none of those whoso names are listed will have the right to Note at the coming local elections.
