The extradition of the Kaiser -will shortly be demanded, for his trial by a special tribunal on charges relating to international immorality and offences against the laws of war. The Peace Treaty will provide that Germany shall hand over a large number of submarine commanders, camp commandants, genere>, and others for trial by military court-martial.
