PRELIMINARY ARRANGEMENTS SATISFACTORY. (Received Friday, l.lw a.mo LONDON, Jan! 1. The "Evening News" says that President Wilson has sent a message to vice-President Marshall assuring the people of the Hinted States that he has arrived at a satisfactory agreement with France and Britain in connection with arrangements for preliminary peace deliberations. The "Pall Mall Gazette’ ’ says tiro Peace Conference will open on January 30th.
