The awful plight of the Russians under Bolshevik rule is emphasised in the course of an interview with a distinguished Russian who has just escaped from Petrograd. He says: Eussia is now in such a condition that no one element in her is sufficiently powerful to work her regeneration. She must have help from outside. The uncivilised elements are incomplete and control the soldiers, whom they beat back. The Geimans, with sticks, are now in the Red Guards, because there alone can they find money and food. Officers join the Bolshevik army because they have to choose between that and being shot.
