WASHINGTON HOLDS THE KEY.

[Aust. and N.Z, Cable Association.] (Received Sunday, 11.45 p.m.) LONDON, Dec. 15. It is officially announced that the Allied Council on war purchases has finally been established. It will sit alternately in London and Paris. The primary object will bo the consideration of the needs of the Allies for purchases in the United States. The council will indicate priorities, but the final decision in regard to them will be at Washington. /
