America Protests.
NEW YORK, Nov. 30.
The United States has forwarded a Note to Britain and France requesting reconsideration of those countries* attitudes towards Count Tarnowski. It is sqmi-officially stated that the Note points out the alienable right of sovereign nations to exchange ambassadors. It insists that a third nation, 'even in war time, is not justified in denying that right. The representations are based on international right, •not on international courtesy. It is made clear that the United States is not asking a favour.
