GERMANS AT WORK. PARIS, April 6. The journal Matin publishes a telegram from Nish stating that Mustapha Effendi, ex-Commissioner of Police in Constantinople, and in the German pay, organised the raid by Bulgarians. It included numerous Austrians and Turks. LONDON, April 6. Salonika declares that Bulgaria is prepared to give Serbia satisfaction fur the raid. "YOU DID IT YOURSELF." LONDON, April 6. A Bulgarian Note to Serbia states that 6000 Turkish refugees, unable to endure the bad treatment of the Serbian authorities, and fearing for their property, honour, and lives, crossed the Bulgarian frontier. Later they re-crossed and were massacred by the Serbian frontier guard. The insurrection is increasing, despite the efforts of the Bulgarian frontier guards, who are endeavouring to protect the Serbian posts. _ .rfjjiMt
