ANOTHER TREATY.
By Electric Telegraph —Press Association—Copyright. LONDON, May 22. The Daily Telegraph states that the Anglo-Chinese Tibetan Commission intiated a treaty. BE KIN. May 22. The Tibetan Commission's treaty proposes to establish inner and outer zones, the inner including Lhassa. It acknowledges Chinese suzerainty over the outer, -which remains under China's undisputed control.
