The Admiralty ? s invitation to workmen to volunteer for service in Bermuda indicates that the Panama Canal is influencing the naval arrangements. The ships on the West Indian station are twenty-one years old. The Hermione and four armoured cruisers cannot be regarded as sufficient protection for British interests.
