ANOTHER COMPLICATION

SMASHING THE SHIPPING MONOPOLY.

WASHINGTON, yesterday

Senator Reed has complicated the Panama question by the introduction of a Bill providing for the repeal of tolls and also allowing foreign vessels into the American coastwise shipping trade. Senator Reed declared his intention to break the existing monopoly of coastwise shipping. Senator Lewis introduced a Bill giving the President authority to suspend the tolls whenever consistent with the United States interests.
