IMMIGRATION TACTICS.

Regarding the complaints of mistresses against the immigration circulars addressed to domestics by the New South Wales and Victorian Departments it is officially explained that the Victorian Department contracted for the despatch of 15,000 emigrants in 1914. Owing to the severe winter in Canada it is possible immigrants will be chary about going overseas. The Canadian figures have fallen 70 per cent compared with the first two months of 1913, and the Australian 50 per cent. Circular letters have been addressed to tenant farmers and farmhands in the provinces and a special letter to cooks in households in the south western suburbs. Thousands have been issued. The New Zealand Department says "We never approach anybody already employed and never do any surreptitious touting but we are content with legitimate advertising,
