Opinion in England is changing very materially in some respects in regard to the comportment of the masses, and as to what is to be avoided and what to be encouraged. We notice, for instance, that the Daily Mail, in referring editorially to phases of the last Bank Holiday, commends the London County Council for having provided a band and a dancing enclosure at Hamstead Heath for the costers and their lady folk and all the other joy trippers who gather in thousands at this spacious holiday rendezvous. There is no attempt to disparage or to discourage this popular amusement. The local authodty follows along the line of least resi tance in the pleasures of the people and helps them to enjoy themselves in their own peculiar way. The Daily Mail in also expressing its approval adds that only graceful and natural dancing is possible in the open air. And describing the scene on the Heath, it eay3 than the people danced for sheer joy of the dance as their ancestors danced to the music of the tiddie on the village greens of Marrie England. The same s irit which has actuated iht Lon don County Council in sending a bandfc) Hamstead characterises its attention to the pleasures of the paople in othrr respects. On Sundays, for instance, inducements are provided in Summer to draw the people out into the parks clad in their gayest and their best. It is a law that a band must be stationed in every park in the metropolis. They are Eubsidi?ed with that object The London parks present a gay scene on Sundays ; and the Sunday Concert League is encouraged to occupy every theatre of importance on bunday afternoons and evenings with sacred oonserts at which fixed prices are charged. The people flock to these concerts. The best orchestras in Britain perform, and the leading singers and instrumentalists are engaged to a?sist. It is said these attractions exercise a most beneficial effect upon the people by finding them pleasureable and profitable attraction and keeping them from aimlessly frittering the time in the streets. And it is by no means remarkable that though a broad tolerant spirit is abroad, London still remains the city that exemplifies in a greater degree than in any other city, the Sabbath calm and the Sabbath rest from the daily labours.
