Italy has the advantage oi tin better arms, and the free saa way to oonvey ammunition and reinforcements, but she has bombarded forts with big gnus, the life of which lslimited and which will therefore ba more or less worn out as against any real emerganoy, while beyond reaoh of these gnus the Arabs and the Turks have regained complete control—(or the time buing at any rate. Mfantime, the statement of the ex-Turkish Premier Habki Bey, that he left Tripoli Unprotected upon the assnranoe of the German Ambassador that Germany's ally of the Triple Ailunoe would nut sead a man or a ship to Tripoli opens up quite a new phaseof the International situation. Germany has for some time posed as the friend of Turkey as well as ally of Italy, and if the German Ambassador said this, either It°ly i mg deceived its ally, or Germany has betrayed her friend.
