St. Petersburg, Yesterday. The Governor-General of Warsaw has igsued an order to the army, that owing to passiveness nnd hcfitatiou.on the part of the civil authorities preventing a restoration of order in Poland, the disturbances must be stifled. The police are insufficient, and in view of the prevailing general ferment and disorder, the military must act with vigour and assume responsibility without troubling whether their action will cause superfluous victims or not.
