President Roouevelt informed a conference of leading politicians at Oyster Bay, that the Czar, desiring to summon a conferenea at The Hague to supplement the work o! the first conference, inquired whether President Roosevelt was qnise willing to waive his claim lo •uoiuion tho gathering, in view of bis taking the initial steps in 1604 President Roosevelt replied that be would be delighted to acceda to the re>quest.
