Some Important Suggestions.

Press Association. l Wellington, Last Night. The report «f the Royal Commission on (he Police Force of New Zealand was laid on tbe table of the House to day. The Commissioners found that the failure of the Police Department to ascertain that prior to his' enrolment Constable Moses had boon, convicted, was due to the pcrfunotory inquiries made by Constable Christie They suggest that in future applicant* be required to sign a statutory declaration that they have not been convicts. The Commissioners state the reason why the offences of Dunedin constables remained undetected was that no portion oi the stolen property was sold or given away, and the goods stolen were not reported missing till shortly before the arrests. They do not find that laxity of administration contributed to such undetection. The thieves were arrested by deteotives within a few days of losses being reported. They adjudge that laxity of administration generally contributed to these irregularities, and hold Inspector O'Brien and Sub Inspector Green responsible to some extent for the extreme laxisy of controLand supervision at Dunedin, and rocommend that' they be transferred, and that extra-efficient officers should bs appointed in their places. To ensure proper police pro- I icction in tho centres they recommend that six extra constables be appointed in Wellington, Auckland, Christchurch, arid Dunedin, and taut with a viow to relieving the Inspectors and Sub-Inspectors of a great doal if important clerical work, en additional officer, especially qualified, should bo appointed at tho iour centres to hays authority over all sergeants and constables. Over and above this, to ensure adequate Bupor> vision of the uight beats, thoy propose tbo appointment cf an additional Rergeant in the four centos for night duty, They point out that these alterai tious would involve an expenditure of less than Id per head of population, and considering the fact tbat ours is at present the cheapest force in Australasia, they think v would be well justified.
