Interviewed bjr the Daily News' correspondent, Prssidsnfi Roosevelt stated he held n preemptive position in regard to the convening nf the next Hague Conference. Ho and riotj the Czar must convene it.
One of the most important subjects for tho Conference was the establishmoot of a neutral zono along an ocean where ships, engaged ia lawful commerce, must bo allowed to pass in war time.
